Panel Discussion on the Current State of International Humanitarian Law
Dear Alumni and Friends of Harvard,
We have the great pleasure to invite you to an interactive and thought-provoking discussion with renowned academic Prof. Jan Wouters and NATO Supreme Commander’s Legal Advisor Andres B. Munoz Mosquera who will share their insights on the current state of international humanitarian law and major challenges it is facing in the light of the contemporary armed conflicts.
Invited Panelists:
Mr. Jan Wouters is Full Professor of International Law and International Organizations, Jean Monnet Chair ad personam, Director of the Institute for International Law and of the Leuven Centre for Global Governance Studies, and Administrator of the America Europe Fund, KU Leuven. He is also Visiting Professor at the College of Europe, Université Panthéon-Assas and Columbia University, and a Member of the Belgian Royal Academy as well as Of Counsel at Omega Law, Antwerp. He has published widely on international and EU law, international organizations and global governance. He recently coordinated the large Horizon 2020 Project RECONNECT (on rule of law and democracy in the EU) and frequently advises and trains international organizations and governments.
Mr. Andres B. Munoz Mosquera is NATO’s senior legal advisor for the Allied Command Operations, responsible for legal affairs at Supreme Headquarters Allied Powers Europe (SHAPE), the NATO command which plans and conducts NATO operations worldwide. He has served in various capacities, including as NATO’s Supreme Commander’s Legal Advisor since 2014. A former Spanish Armed Forces officer, he has significant experience in international law, security, and military operations. He is an academic, author, and Senior Fellow at the Fletcher School of Law and Diplomacy. He also regularly lectures at USMA-West Point and the National Defence University. Mr. Munoz Mosquera holds numerous awards and honors for his contributions to law and defence.
